Planning Application - King Street - Scarborough

We have recently received a request from the Planning Department of Scarborough Borough Council, to comment upon a recent submission to extend the time limit relating to application reference 06/02273/FL, for the development of 14 residential flats on land on the east side of King Street, Scarborough:

Following meetings of the Urban Space Group on Thursday 04 November 2010 and Thursday 11 November 2010, we would like to record our recommendation to refuse an extension to the deadline for the above planning permission.

In summary:

1. Any development along King Street should be a continuation of the terrace row and this implies that with respect to this particular site, the southern elevation should present a blank aspect to the car park.

2. Clearly the active frontage of this elevation, providing balcony extensions to interior living space and views to the south, does not fulfil this requirement.

3. In order to make allowances for sufficient natural light to fall upon the southern elevation and to ensure residents of the development continue to enjoy a reasonable level of privacy and quiet enjoyment; any future build on the car park would have to commence at least 20 metres from the boundary of the proposed apartments, possibly taking the form of a stepped construction away from said apartment block.

4. We believe that this would limit the subsequent development of any new build on the car park and hence restrict enhancements to the area as part of the broader long-term objective to regenerate The Futurist and its surroundings.

5. The Group do accept that at the time of the Appeal that the Council's plans for the area were uncertain. However, we now believe that following the consultation activity during the summer and subsequent reports, it is reasonable to assume that the area surrounding The Futurist will be developed and hence this application should be refused.

6. The Group are aware that the Applicant already has planning approval for an apartment block of ten flats on the site, which is an appropriate continuation to the terracing on King Street and would not impede any proposals on land to the south.

7. The Group would like to enquire if there is now any requirement to make provision for affordable housing as part of this residential development.

8. The Group would also like to know if there is any associated 106 agreement.
